What Is the Strong Foundation Plan?
The Strong Foundation Plan is a selective admission track for China's top 36 universities 鈥?Peking, Tsinghua, Fudan, Shanghai Jiao Tong, Zhejiang, Nanjing, USTC. Unlike normal gaokao admission by score alone, it lets these universities admit a small number of exceptional students into basic disciplines with a customized program of study.
The name signals the philosophy: rather than chase applied shortcuts, China would "strengthen the foundation" 鈥?the underlying science on which advanced technology depends. Students get mentoring, earlier lab access, and a fast track to graduate study.
Why It Replaced Independent Enrollment
For nearly 20 years, universities ran independent enrollment (自主招生), recruiting outside the rigid gaokao ranking. By the late 2010s it had rotted: families bought fake patents and forged certificates, and admissions were shadowed by corruption. In 2020 the Ministry scrapped it and launched the Strong Foundation Plan 鈥?narrower, more transparent, tied to state priorities rather than vague "special talent." The 36 Universities and the Disciplines
Participation is limited to an elite tier: the 36 universities are mostly Project 985 / Double First-Class flagships. How Admission Works
Admission blends the gaokao with a university assessment: applicants must clear a high gaokao cutoff (often the top fraction of a province), then pass a campus test 鈥?written exams, interviews, sometimes aptitude screening. Universities combine the two, often weighting gaokao at 85% and their assessment at 15%. The heavy exam weight distinguishes the plan from old independent enrollment: meritocratic in the Chinese sense, but decisively exam-driven.
The Numbers
Scale is deliberately small: each university admits roughly 30 to 210 students a year, for a nationwide intake of about 6,000 to 7,000 鈥?a tiny fraction of China's ~13 million gaokao takers, but drawn from the very top. The small quota keeps the brand exclusive; a Strong Foundation spot at Tsinghua or Peking signals elite status nearly equal to topping a province's gaokao.
Controversies
The plan is not universally loved:
- Locked tracks: students are generally barred from switching to hot majors like finance or CS, binding them to basic disciplines for years.

The Bigger Picture: Chokepoint Tech
The plan is a response to the "chokepoint" (卡脖子, kabizi) problem 鈥?fields where foreign suppliers could strangulate Chinese industry. After the 2018 ZTE ban and 2019 Huawei sanctions, Beijing prioritized self-reliance in semiconductors, high-end chips, aerospace, and advanced materials; the plan is one pipeline feeding that effort.
It sits inside a broader mobilization: China's R&D reached about 2.64% of GDP in 2023 (roughly 3.3 trillion RMB, over $450 billion), and it produces an estimated 4.7 million STEM graduates a year 鈥?the largest pool on Earth. The bet is that a funded, state-directed elite in the fundamentals will convert that volume into breakthroughs the sanctions sought to deny.
